From 2002 citizens of Schengen coutries, Japan, and Great Britain could receive pre-arranged Russia visas on border point of Kaliningrad area: Khrabrovo airport (near Kaningrad), border checkpoints Mamonovo, and Bagrationovsk (Polish border), and, sometimes, on Morskoe border checkpoint (Lithuanian border).
Russian people vain hoped, that contries gave accurate response.
So, from 01.01.2015 this program will be cancelled. From this date citizens of Schengen coutries, Japan, and Great Britain must have Russian visa issued in consulates.
