Can anyone tell me if the carriage of a bicycle on rossiya airlines is an extra payment ( 1 x piece ) or is it charged per kilo as excess weight if one exceeds the 20kg limit?

Rossiya Airlines has an English version of its website where you can read about luggage regulations.

Sports equipment shall be carried free of charge, if it does not exceed the free baggage allowance and shall be paid for as overweight baggage, if it exceeds such allowance (reference to Your baggageoverweight baggage).

You have to inform the Airlines about your intention to carry the bicycle upon booking.

(+) Keep in mind that, on flights to/from the US and other trans-atlantic routs, piece concept may be applied.
